The following is a brief overview of past work:

Work History

  • Consultant to local authorities, advising on development of private sector housing strategies and administration of grants and other forms of assistance. Consultant/adviser to local authorities on enforcement of housing standards. Work has included as a consultant adviser to the Local Government Ombudsman on housing investigations (disrepair, overcrowding and grants), and investigations as part of local authority internal complaints procedures.

  • Lecturing at the University of Surrey has included on the MSc in Environmental Management and Health, Robens Centre for Public and Environmental Health, on the DEng at the Centre for Environmental Strategy, and CPD courses for the Law Department on housing law and sewerage and drainage law.

  • Teaching on CPD courses at the University of Portsmouth, included on risk assessment and sewer and drainage law.

  • Visiting lecturer at Kings College London, on Environmental Health degree courses (housing).

  • With the Legal Research Institute, University of Warwick work included the development of the Housing Health and Safety Rating System (HHSRS) that now forms the basis of intervention on housing conditions under the Housing Act 2004. Other work at Warwick has included preparation of an Approved Code of Practice for the Management of Multi-Occupied Buildings. For the past two years there has been considerable involvement in developing and delivering training on the HHSRS for local authority officers and others as part of the government funded training associated with the implementation of the Housing Act 2004.

  • Inspection of dwellings and preparation of expert reports on instruction from solicitors as a member of the Health and Housing Group.

  • Provision of training courses on matters relating to housing conditions, and the law for Shelter and Shelter Wales including in-house for individual local authorities, RSLs and other housing organisations.

  • Preparation and delivery of training courses on environmental law and environmental management for Croner CCH Ltd.

  • Delivery of training for the Events Division of Chadwick House Group Ltd the commercial arm of the CIEH, these courses included on housing and statutory nuisance, and sewer and drainage law.

  • Associate of Statutory Nuisance Solutions and training has included on statutory nuisance and domestic property and on housing law

  • Contributing Editor, "Environmental Management Handbook", (Loose-leaf) Croner Publications.

  • From 1989 - 1991 Independent Advisor to Audit Commission Inquiry into environmental health.

  • From 1989 - 1996 Editor, "Environment Law Brief" (monthly newsletter published by IBC Legal Studies and Services Ltd).

  • Trustee of the Chartered Institute of Environmental Health (2001-2006), elected Chairman of the Council for 2005 and President 2008-2011. Also has Chaired Commercial and Independent Special Interest Group and the National Pest Advisory Panel of the CIEH.

  • Established the Campaign for the Renewal of Older Sewerage Systems (CROSS) in 1997. Joan Walley MP chaired the campaign.

  • From 1988 to 1999 Committee Member and Chair of Committee of Management from 1993-95, Wandle Housing Association.

  • Author of the rodent chapter in the WHO Publication on the Public Health Significance of Urban Pests

  • Contributor to Buckle AP and Smith RH (Eds) 2015 Rodent Pests and their Control 2nd Edn, CABI, (chapter on Rodents as carriers of disease)

  • Editor of three editions of Clays Handbook of Environmental Health, between 2011 and 2022(published in July 2011 and c.

  • Chaired Pro-Housing Alliance launched in September 2011 which has published two reports on housing policy.

  • Chaired Board of National Private Tenants’ Organisation (Generation Rent) 2013-2015

  • Chaired Committee of Management for National Code of Standards for Student Accommodation 2017-2022

  • For several years was compiler of the UK Housing Professionals Forum as an associate of RHE Global.
